Seneca County establishes water authority following new legislation

Legislation (A.9665/S.8851) sponsored by Sen. Tom O’Mara, Assemblyman Jeff Gallahan, and Assemblyman Phil Palmesano to establish the Seneca County Water and Sewer Authority was signed into law by Governor Hochul on November 22, 2024. This new law allows existing water and sewer districts to join the Authority voluntarily, centralizing their operations under a single administration.

Currently, public water and sewer services in Seneca County are provided by local districts operated by villages and towns with limited resources and often shrinking tax bases. The Seneca County Board of Supervisors initiated the creation of this Authority to streamline these services.

The Authority aims to manage water and sewer utilities more efficiently as a centralized entity dedicated solely to its administration. It will also be better positioned to apply for and manage grants than individual districts. By consolidating applications through the Authority, there is an increased likelihood of securing competitive grants. This county-wide collaboration is expected to deliver efficient results to ratepayers and facilitate greater expansion of water and sewer services.

“I’m proud to have worked with the Seneca County Board of Supervisors to sponsor this piece of remarkable legislation,” said Gallahan. He expressed his anticipation for the formal formation of the Authority, aiming to provide high-quality infrastructure for residents.

Michael Enslow, Chairman of the Seneca County Board of Supervisors, remarked that this legislation represents a pivotal moment for Seneca County by addressing long-standing challenges through establishing a unified Water and Sewer Authority. He highlighted that it improves efficiency while creating opportunities for sustainable growth and reliable infrastructure.

O'Mara acknowledged the leadership efforts involved in enacting this legislation: “Together with Assemblymen Gallahan and Palmesano, I welcomed the opportunity...to partner with our local leaders.” He emphasized its benefits for residents, ratepayers, taxpayers, economic development opportunities, and strengthening the local economy.

Palmesano noted his satisfaction in co-sponsoring this legislation at the request of the Board of Supervisors: “This important legislation will positively impact...by having a consolidated process when applying for grants.” He looks forward to continued collaboration with both the Board of Supervisors and county residents.
