LIVINGSTONE COUNTY: Livingston County Kicks off 2021 Budget Process amid COVID-19 Crisis

Livingston County issued the following announcement on July 21.

Livingston County has officially kicked off the planning process for the 2021 County budget.

Each year, Livingston County’s budget process starts with the County Administrator seeking requests, inputs, and recommendations from Department Heads on spending and revenues for the upcoming year. The County Administrator then spends the month of August working with each Department Head to review and refine these numbers before presentation in draft form to the County’s financial oversight committee, the Ways and Means Committee, in September. Upon further refinement via a budget workshop in October, a tentative budget is officially filed and a public hearing is held in November.

According to Livingston County Administrator Ian M. Coyle, development of the 2021 budget will present significant challenges amid the financial crisis resulting from the COVID-19 pandemic. He stated, “We expect state aid cuts and sluggish sales tax revenue to be major contributors to leaner budgets for local governments across the state. As such, we in Livingston County are exploring various strategies to close spending gaps and save money in order to present a 2021 budget that is both balanced and realistic.”

Cost-saving strategies being either implemented or considered include an early retirement incentive, hiring and spending freezes, capital project cuts, tapping into fund balances and/or reserves, and shared services with other governments.
