Assemblywoman Marjorie Byrnes has announced that six public libraries in Assembly District 133 will receive approximately $648,414 in state aid for library construction funds. The funding is part of a $34 million allocation for public library construction and broadband infrastructure projects included in the FY2023-2024 State Budget.
Public libraries across New York are facing significant challenges due to aging infrastructure. A recent survey indicated a need for more than $1.75 billion in construction and renovation projects. Over half of the state's 1,000-plus public library buildings are over 60 years old, with another third exceeding 30 years. Many libraries struggle to accommodate users with disabilities, are not energy efficient, and lack modern technological capabilities due to outdated electrical systems. Space constraints also hinder their ability to expand collections and provide adequate meeting spaces and public access computers.
The State Aid for Library Construction program supports various project activities and expenditures, including new building constructions, additions to existing structures, and renovations or rehabilitations of current spaces. Eligible projects may involve roof replacements, alternative energy resources installations, HVAC systems upgrades, window replacements, lighting improvements, electrical upgrades, electric vehicle charging stations installations, standby generators implementations, and parking lot constructions or replacements. Broadband infrastructure projects also qualify for funding. Additionally, new furniture and equipment can be purchased for newly renovated spaces or those reconfigured to improve accessibility for patrons with disabilities.
Looking ahead to the FY2024-2025 State Budget, the Legislature has allocated $44 million for future projects set to be announced in Summer 2025. This represents a $10 million increase from the previous fiscal year’s budget as part of ongoing efforts to support libraries across the state in providing essential services to New Yorkers.
